Description

Understanding Public Procurement - Developing Your Approach

Many organisations spend vast sums of money taking part in the procurement bidding process without ever realising the true cost. By undertaking a shotgun approach to the marketplace and attempting to bid for every opportunity they see, irrespective of the likelihood of success, many organisations quickly become disillusioned and stop competing for work in the public sector.

This PASS Workshop will explain exactly how the public sector marketplace is constructed, the rules and regulations which apply to everything undertaken, the various ways to enter the market and the basic requirements that need to be in place to have any possibility of success.

Organisations need to be aware of the true cost of bidding for contracts. The many hours drafting responses, gathering colleagues into bid teams, reading and re-reading the submission all too often go unquantified and continual repetition of such methodologies can make profiting from contracts more difficult to achieve.

Does your organisation, for example, have a Race Relations Policy?

If you answered yes to that question, then you may find yourself excluded from the procurement process, or at best lose valuable marks in the scoring process. The reason for this will be one of a number of areas which will be identified during this PASS Workshop, including:

  • Regulations
  • Weightings
  • Partnering
  • References
  • Policies

Too many organisations remove themselves from the procurement process through errors which could easily have been avoided had they taken the time to fully understand and comply with the requirements defined by the contracting authority. Continual failure can waste valuable resources at a time when most organisations can ill afford this.

Who should attend?

This workshop is designed specifically to assist contractors who are relatively inexperienced in the public sector marketplace, or who wish to consolidate their current understanding and approach to organisations in the public sector while gaining a clear understanding of the current procurement landscape.

Why attend?

Millions of pounds are wasted every year by suppliers bidding for work when realistically their chances of winning are poor. This PASS Workshop specifically details a variety of steps which should be undertaken to ensure your company is best positioned to compete in the public sector marketplace.

Delegates will gain a clear understanding of the EU procurement procedures used by the public sector and gain a better insight into the various routes which can be undertaken to gain access to this marketplace.

This PASS Workshop will also help attendees make the critical decision on when to bid or to withdraw from the process and will also provide a list of do's and don'ts that apply to the public sector procurement arena.
